The Nanticoke Master-Planned Community will create jobs, affordable homes, and a neighbourhood with natural areas, new schools, churches, parks, and a state-of-the-art community centre. It will strengthen Haldimand County for generations.

The plan will transform 4,200 acres of long-stalled, underutilized land into a pristine mixed-use community — one that creates jobs, delivers affordable homes, and builds the social infrastructure families need to thrive.

With 230 acres of new parks and waterfront trails, this lakeside community will boast stunning waterfront views perfect for hiking, birdwatching, and cycling. Building more homes in Haldimand also means that young families can stay and work in the community where they grew up.

Natural Space

The 4,200-acre master-planned community includes 1,000 acres of natural areas/open space and 230 acres of parks and waterfront trails. These previously inaccessible areas, including over 100 acres on the waterfront, will be made public so that everyone can explore Nanticoke’s natural beauty.

This community is designed to strengthen Haldimand’s economy, diversify beyond a single industrial employer, and create long-term stability for local families.

The project will:

Bring 73,000 construction jobs over the life of the project

Bring 7,500-11,000 permanent jobs and 7,000 part-time jobs

Include 1,100 acres of employment lands

Consist of new retail and commercial facilities

Have 550 acres of buffer employment land adjacent to Stelco to protect future steel jobs

Responsible, Phased Growth

The community will see immediate benefits with the development of trails, recreational facilities, and jobs from the outset. However, the build-out is phased in a responsible way that will take decades. In fact, full delivery is expected to take approximately 50 years. This is gradual, planned growth – not overnight change. Without growth, we risk losing the next generation entirely. Haldimand can preserve its rural roots while offering young families a promising future here.

Affordable Family Homes

The 4,200-acre masterplanned community includes 1,340 acres for housing. The project includes up to 10,000 homes over 50 years in what will be a responsible, phased growth.

Local Support

Empire acknowledges that some in the community have raised concerns regarding the project. These concerns have been heard, and Empire plans on having more open houses to listen to these concerns and answer any questions the public may have on any issue. Council has made public consultation a key component of moving forward.

The Haldimand County Council has continued to demonstrate support for the project, voting four times in favour of the new community. This development is about Haldimand’s future. It’s about building homes that young people can afford and breaking a 45-year cycle of stagnation, while protecting the elements that make the area unique.
